This position is located in the Business office and directly reportsto the Associate Director for Operations.

Responsibilities

The incumbent will serve as the accountable official for financialactivities within Butler VA Health Care System (BVAHCS). Incumbentwill have direct operational and supervisory responsibilities forFinancial Resources, Health Information Management Systems (HIMS),employee travel and agent cashier. The incumbent works in acomplexity level 3 medical center which provides a full range ofoutpatient care services. The medical center operates 56 domiciliarybeds and 60 Community Living Center (CLC) beds. Veterans throughout5 counties in Pennsylvania are served between the medical center andits 5 Community Based Outpatient Clinics (CBOCs). Duties include,but are not limited to:

  • Establishes and implements both long and short term plans,policies and procedures assuring that financial andadministrative programs are integrated in order to provide highquality patient care with optimum utilization of medical centerresources.
  • Provides technical support to budget formulation functionsmaintained at BVAHCS.
  • Determines area of assignment and delegations to subordinatelevels to assure full coverage of operations, proper trainingdevelopment, use and motivation of the work force and effectivepersonnel management throughout Fiscal Service. Providesguidance, advice and counsel to ensure that policies areimplemented and enforced.
  • Evaluates program effectiveness and sees that prompt action istaken to correct deficiencies and productivity at minimum cost.
  • Oversee progress and administers accounting systems designed totrack, reconcile and report on medical center administeredprograms and/or appropriations for which the medical center hasoversight responsibility.
  • Responsible for overseeing and reporting on the progress ofrevenue related functions.
  • Administers financial audits of accounts and financial recordsto certify or attest that financial statements fairly representthe financial position as of predetermined date.
  • Oversees the daily operation of the unit, ensures that medicalcenter policies and priorities are being followed; developsperformance standards; and evaluates work performance ofsubordinates.

Time-In-Grade Requirement: Applicants who are current Federalemployees and have held a GS grade any time in the past 52 weeksmust also meet time-in-grade requirements by the closing date ofthis announcement. Basic Requirements: Applicants wishing to receive credit forexperience must indicate clearly the nature of their duties andresponsibilities in each position and the number of hours a weekspent in such employment. Applicants wishing to receive credit foreducation must submit transcripts that include name of individual,program enrolled, month and date of degree conferred.1. Degree: accounting; or a degree in a related field such asbusiness administration, finance, or public administration thatincluded or was supplemented by 24 semester hours in accounting.The 24 hours may include up to 6 hours of credit in businesslaw. (The term \"accounting\" means \"accounting and/or auditing\"in this standard. Similarly, \"accountant\" should be interpreted,generally, as \"accountant and/or auditor.\") OR2. Combination of education and experience: at least 4 years ofexperience in accounting, or an equivalent combination ofaccounting experience, college-level education, and trainingthat provided professional accounting knowledge. The applicant'sbackground must also include one of the following:1. Twenty-four semester hours in accounting or auditing coursesof appropriate type and quality. This can include up to 6hours of business law;2. A certificate as Certified Public Accountant or a CertifiedInternal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that includedsubstantial course work in accounting or auditing, e.g., 15semester hours, but that does not fully satisfy the24-semester-hour requirement of paragraph A, providedthat (a) the applicant has successfully worked at thefull-performance level in accounting, auditing, or a relatedfield, e.g., valuation engineering or financial institutionexamining; (b) a panel of at least two higher levelprofessional accountants or auditors has determined that theapplicant has demonstrated a good knowledge of accountingand of related and underlying fields that equals in breadth,depth, currency, and level of advancement that which isnormally associated with successful completion of the 4-yearcourse of study described in paragraph A; and (c) except forliteral nonconformance to the requirement of 24 semesterhours in accounting, the applicant's education, training,and experience fully meet the specified requirements.

In addition to the basic requirements above you may qualify based onyour experience:- Specialized Experience: You must have one year ofspecialized experience equivalent to at least the next lowergrade GS-12 in the normal line of progression for the occupationin the organization. Examples of specialized experience wouldtypically include, but are not limited to: performingsupervisory duties; establishing and maintaining an integratedautomated accounting/budgeting system to track, reconcile andreport financial data; performing audits; managing resources andforecasting funds usage; developing and implementing accountingand financial policies and standards; and providing guidance andadvice on financial matters. NOTE: Applicants wishing to receivecredit for experience must indicate clearly the nature of theirduties and responsibilities in each position and the number ofhours a week spent in such employment.
